Yes, the solenoid is on the starter. You say the battery is good, did you test it? Just because the radio or lights turn on doesn't mean the battery is good. It might be worth taking the battery to the parts store to be tested.

Yes, I changed it with a good battery. The starter looks hard to get to. Do you have to remove the starter to replace the solenoid.Dumb question?

The neutral saftey could be bad or not fully engauged when you hold down the clutch.

Try rolling the car in gear to see if the engine turns.

The solenoid is a good candidate, but the others are easier to fix (if they are the cause).

By the way, a good thump with a hammer handle can sometimes temporarily free a stuck/sticky solenoid. That would also clearly identify it as a culprit.

Let me know how the diagnosis goes.

I once replaced the starter too, and that turned out not to be the problem.
The guys that built the '99 Cobras put some lock-tight material on the grounding bolt to the block. There is a grounding strap from the battery that bolts to the engine block near the left engine mount (can be tough to reach). Just back the bolt out a few turns and then reseat it. That will ground the block better. Solved my problem.
