HID Issues

I have an 03 Focus SVT with HID headlights. The low beam on the right side went out. I changed the bulb today and it is still not working. What else should I look for. The fuse appears to be fine. Thanks.

HID ballast or driver?

How do I get to the ballast? From diagrams I have seen, it appears to be on the bottom of the headlight assembly. Also, the other lights in the assembly still work (blinkers, high beams). Would this still point towards a ballast or more likely an ignitor?

Remove the headlight to get to the ballast.
If you want to test the ballast, remove both lights and swap the ballast from one side to the other. If the light works, it was the ballast, if not you have another issue.
