Where or how do i locate the build number of my 2003 SVT Cobra.

Call the SVT @ 1-800-367-3788, with your VIN, and they can give you all the details. If you bought the car used, they can also provide a copy of the build certificate.

Isn't this supposed to be mailed to the buyer? I been waiting for mine I hope I'm not waiting for nothing. I got the car 2 months ago. I did receive all my svtoa and ford racing goodies.

Yes, it is mailed to the buyer, AFTER the built numbers come out, which do not come out until production for your MY is complete. I had to wait over a year for my Certificate.
