Does any one have any details on the above TSB.
I know my boot does not want to lie in its appropriate place for very long.

Mine doesn't fit / stay on very long
either. Lousy design! :huh:
The paper instruction sheet that comes inside the boot plastic outer package is wrong, including the picture. Try this: the plastic piece on the front middle of the boot looks like it is supposed to slide and lock into the slotted plastic retainer behind the top of the rear seat. It does not...fit the boot as the instructions show, snap the two snaps on each side and position the plastic piece in front of the slotted retainer and push down hard. You will feel and hear it snap down. This is the only way we show convertible buyers how to install the boot and we haven't had any problems. Let us know how it works. :cbra: :tmb:

I notice you have an '03 - mine is an '01 - is it the same part/procedure?
Yes, the boot and instruction sheets are the same for 01 and 03. I had an 01 Convertible with the same boot fit problem and thought it was interesting that the instruction sheet has not changed. We alerted Ford to this several months ago. I'm not familier with the service bulletin you're referring to, but hopefully, yours will now fit tighter for you. :cbra:
