Does anyone know if 275/40-17's ('03 Cobra) can be run on a '94/'95 Mustang GT?

I run them on my '97 for track tires.
They should fit as long as the car is not lowered.

Sure you can...
I've had 275/40-17's on my lowered '94 Cobra since '95! I'm running the '95 17x9 (5.95" backspacing) Cobra R wheel, which is still available from FRPP.
My car is lowered with some unusual springs, but the end result is that the front fender is 26.5" off the ground. (that's from memory - I guess I better go measure again)

Generally, no. At full lock, in reverse, turning right, it rubs against the lower control arm slightly (sidewall only - no metal to metal).
If you have rubbing in a situation like this then you need to install or add steering limiters to your steering rack. I'm still running mine stock, as delivered in '94. The limiters are just little plastic clips that slide on under the rubber cover on the ends of the rack.
For track use, 275/40 will rub in the inner fender lining when the suspension is compressed, if you're not running stiff enough front springs. But, so will 255/45 (my stock size), 245/45 (probably your stock size), 255/40 (slightly undersize, and other tire sizes.
