I have a 98 CSVT and is it normal for the fan to be unbelievably loud? When it turns on it is annoyingly loud to the point that I cant enjoy the noise of my engine.

Not normal. Check to make sure fan mount is not loose, blades not broken or bent, bearings OK (should spin easily by hand when off).
